A. Degree, Diploma, educational document Attestation
Educational document legalization and authentication for UAE:

The embassy of United Arab Emirates in Ottawa, Canada can authenticate, legalize, and attest Canadian issued college diplomas or university degrees (Bachelor, Masters, and PhD) with the following authentication, legalization and attestation requirements:

1. The degree or the diploma must be issued from a Canadian educational institution.
2. The UAE consulate in Ottawa must receive the matching sealed original transcripts for your diploma or degree directly from the issuing university or college through any courier service provider (See note 2 below).
3. If you request the attestation, legalization, authentication, or apostille stamp to be placed on your original degree or diploma, then the document must first be authenticated by Global Affairs Canada.
4. If you request the attestation, legalization, authentication, or apostille stamp to be placed on your non-original degree or diploma, then a copy of your document must first be notarized by a Canadian Notary Public or a Commissioner of Oaths, and then authenticated by Global Affairs Canada.
5. If a copy of your degree or diploma has been issued by your university or college and stamped by the registrar’s office, this copy will be accepted. However it must first be authenticated, attested, legalized or apostilled by Global Affairs Canada.
6. Degrees issued from outside of Canada can be attested at the United Arab Emirates Embassy in the country of issue (or nearest United Arab Emirates Embassy if not available in the issuing country).

Note 1:

For non-original document: The policy on verification and validation of the signature on a document that needs Global Affairs Canada authentication, legalization, attestation or apostille are here:

While it is not a must to have the signatory’s full address and contact information, it may be helpful at times in order to recognize the signatory, and avoid potential delays.
What happens if your degree or diploma is not a Canadian issued one?
Degrees or diplomas issued outside of Canada cannot be attested by UAE consulate in Canada. Such documents can only be attested at the United Arab Emirates Embassy in the country of issue (or nearest United Arab Emirates Embassy if not available in issuing country). Note 2:

An original transcript MUST be mailed directly to the embassy from the issuing institution in a sealed envelope (for verification purposes). Transcripts delivered in any other form including the ones that are hand-delivered, are NOT accepted by the embassy.

The Embassy of UAE will not attest degrees before receiving the matching transcript from the issuing educational institution. Please arrange with your university or college to have your matching transcripts sent to the UAE embassy ahead of time to the following address, (preferably before sending your degree for authentication and attestation):

B. Authentication Canadian School report card at UAE embassy:

Canadian school report cards are given at the end of each term and are amongst the most detailed school report cards in the world. If you are planning to register your kid at a school in United Arab Emirates, then you must prove your kids academic level. This step can be accomplished by providing a legalized, authenticated, attested copy of your child’s latest Canadian school report.

Original school report cards: A school report card is considered original if it contains the original ink signature of the principal or vice-principal and the signatory’s name and title. The original school’s stamp / seal placed on the school report card are an additional asset.

The policy for authentication, legalization, attestation or apostille Canadian school report card by Global Affairs Canada in Ottawa:

1. If you request the attestation, legalization, authentication, or apostille stamp to be placed on your original school report card, the latter must contains the original ink signature of the principal or vice-principal and the signatory’s name and title. The original school’s stamp / seal placed on the school report card are an additional asset.

2. If you request the attestation, legalization, authentication, or apostille stamp to be placed on your non-original / a copy of your school report card, then first the copy must be notarized by a Canadian Notary Public or a Commissioner of Oaths.

The only condition by the UAE consulate to attest, legalize, authenticate, or apostille a Canadian school report card is that the document must be stamped by Global Affairs Canada.

Global Affairs Canada policy on authentication a Canadian high school or elementary diplomas, transcripts and other school document:

1. Original Canadian high school, elementary school diplomas and transcripts must be signed by the principal or vice-principal of the school who issued the document, and a full signature, name and title of the signatory must appear on the document. School documents other than diplomas and transcripts must be notarized before they will be authenticated.

2. If you request the attestation, legalization, authentication, or apostille stamp to be placed on your non-original / a copy of your high school, elementary school diplomas or transcripts, then first the copy must be notarized by a Canadian Notary Public or a Commissioner of Oaths.

3. School documents other than diplomas and transcripts (ex: a school award certificate of achievement, letters, etc.) must be notarized before they will be authenticated.

The only condition by the UAE consulate to attest, legalize, authenticate or apostille a Canadian high school or elementary diplomas, transcripts and other school document is that the document must be stamped by Global Affairs Canada.

C. Teacher certificates legalization and attestation at UAE embassy Ottawa, Canada:

Certificate of Qualification and Registration

To teach in a publicly-funded school Canadian provinces and territories, beside your educational degree or diploma you need a teaching certificate which is a special permit allow you to teach in specific province or territory issued by responsible authorities.

Authentication conditions for Teacher Certificates and the following academic certificates:

TESOL/TESL/TEFL course certificates;
• Teachers of English to Speakers of Other Languages (TESOL) certificates;
• award certificates

D. Personal Document authentication to be used in UAE

Canadian personal document must be attested, legalized or authenticated by UAE embassy in Ottawa Canada for the use in UAE.

If you are planning to travel United Arab Emirates for work, residency or education and you want your personal Canadian documents such as birth, marriage, divorce, custody certificate, Power of Attorney or medical report to be recognized in UAE or effectively legal then the Canadian document issue must be attested by the Canadian Ministry of foreign affairs authentication and legalization section CURRENTLY called “Global Affairs Canada “and then by the embassy of UAE in Canada. 1. The business document must be notarized.
